Not unless there is some new soft-switch.  Yahoo will continue to
accept incoming mail up to a couple of MB (at least) above their limit.
 It will cripple your account, ONLY allowing reading and deleting (no
archiving or moving mail) of mail.  Until you return below your limit
will Yahoo free up all the other features.  With all the new spam that
gets by, I've been in this situation more than a dozen times.

However, there is a cap somewhere, where they will stop receiving, I
just don't know where it is.
