I would suspect that ADV is planning on doing something similar to what 
Bandai often does with its releases, and put out two discs with 5 episodes 
apiece.  That'll bring the episode count up to a full 26.  I can't imagine 
them putting out a final disc with only two episodes on it.
 
Of course, this is the same company that charges $30 for a subtitled 
videotape with only two TV episodes on it, so anything's possible.
