A pencil board is a light piece of plastic, about the size of a piece of paper.
In Japan, they are used to put under your writing paper, so that you have a
really smooth surface to write on. The Japanese word for them is Shitajiki and
they are really popular as collectors items right now.
They are made as regular promotional items or for special events, or with logos
from different companies like Coke or Pepsi, and can have any kind of character
on them, including most anime and manga characters, or movies, movie
stars...etc.
Usually there are different pictures on both sides, sometimes one side is full
color and the other side done in fewer tones. My girlfriend in Japan is mad for
them, and I have a few...a couple Tenchi, a Mononoke Hime, and a few others.
I bet Greg has all the Tenchi ones. :-)

They are really beautiful, and I know that I have seen Kenshin ones with
gorgeous artwork on them. Some of them sell on ebay for outrageous prices, I
have seen one Tenchi one sell for over $150 while seeing it on a website for
$8.00....so be careful about pricing!

They are very popular because not are they a lot less expensive than cels, or
even cards for the most part....but they fit well into notebook folders so you
can display them and keep them nice at the same time.....and they are pretty
hard to damage because they are plastic. The colors and the designs are as
beautiful as posters.
