Not exactly. It *is* questionable in regard to anti-monopoly laws,
but as long as it's merely an easily-breakable technical barrier,
it's tolerated. On the other hand, the EU comission just initiated
an anti-monopoly trial against Nintendo for artififial price fixings
that go hand in hand with their regional distribution and efforts
to prevent parallel imports.
