Short answer: Because no one's thought about it.
Long answer: Maybe Ryoko doesn't want them back, as of yet. Perhaps
Kagato's return and his manipulation of her, brought back bad memories for
Ryoko concerning the gems and what she can do with all three. So she
simply hasn't had the desire to see them returned. Currently she doesn't
need them to be who she wants to be (Tenchi's girl) [see the latest two
issues of the Viz manga to see what I mean]. As for whether or not she
*should* be given them back... I don't think it is a simple question of
ownership (besides they're Washu's), being the responsible person Tenchi
is, I think he would and should weigh Ryoko's maturity when deciding on
giving them back or not. They were taken away from her for a reason. True,
she was not in control of herself at the time, but that merely leads to
another question that needs to be addressed before they can be returned.
