This mailing is where I really get demonic.  Because
for all of your arguments over the back and forth, you
always seem to argue from a position you feel safe
with.  Why don't we try an arguement from a position
of danger, simply because going over such uncharted
waters might be of more benefit to us than rehashing
the last championship fight.

Secret One: The Distant Shine at the End of the
Tunnel.

Ok, fight fans, lets start off with the beginning of
OAV 13.  The question is, who is this man talking to?
OAV 13 starts off with Miho's supervisor just signing
off with the bubbly blonde, having just gotten her
report on the battle with Kagato (after a SIX month
absence!)  Then Mr. Supervisor is seen talking to a
mysterious person by way of a secure back channel, all
the while his "shadow" program (a virtual him) is
keeping in contact with his boss, trying to stall for
time. The supervisor (the real one) recieves an order
to issue a censored report that will percolate through
the chain-of-command until it reaches the top, and
then Jurai.  Upon the cessation of this communication,
Mr. Supervisor regretfully destroys Miho's hardcopy,
but notes it was probably better, and then complains
about the modest degree of time given him for the full
report. ("Two hours?! More like three or four days! I
need to get more time!.)

Who is this mysterious personage then? You would say
its: 
Tokimi.
Tsunami.
The Jurai, or at least some faction within the Jurai.
Some faction within the GP.
Some other faction we have yet to encounter.

But you're all wrong!!!! 

It is the last person you would expect!

The person that Mr. Supervisor is talking to is none
other than Yousho.

Flashback to OAV 7: Ryouko is on Yousho's phone,
talking to Miho and pretending to be her supervisor.
Ryouko orders Miho to return to base to issue her
report, just so Ryouko can get rid of her.  While
Ryouko is doing her deception (really Mihoshi!) Yousho
quietly creeps up from behind Ryouko and eavesdrops on
the conversation.  Ryouko hangs up the phone, but her
self-congratulation is cut short by her realization of
Yousho's close proximity.  Of course it seems that
nothing happens as a result of this.  

Yet when we get back to OAV 13, the first words that
are uttered by Mr. Supervisor to the mysterious caller
are "As EXPECTED, Mihoshi filed her report..."

Excuse me, rewind that.

"As EXPECTED..."

Miho is MIA for six months, and no one is really that
concerned about it.  None of her colleagues in
Division Six miss her, especially her superiors,
though Jii-san seems quite worried.  She could be dead
for all they know, for all they cared.....  And yet
Mr. Supervisor is standing here with foreknowledge of
an unlikely event, saying it was expected?  

And what of Miho's report? He destroys every trace of
it, deeming it a waste of time in any event.  That
report was the size of a small town phonebook, and it
was probably made shorter by Mihoshi's hand-scrawled
artwork.  Yet when this report got to Jurai it took
the True Royal Council Four days to summarize it?! 
No, that's not right, the report was replaced with an
excrutiatingly exact report that must have rivalled a
hardcopy law library in size and breadth. And that
report would be expurgated of important details, the
likes of which Mr. Supervisor already knew about, he
just had to find them?  The report issued to Jurai is
Yousho's report, or at least a real-time record
compiled by his tree or some other system! 

The situation is not made any better when Yousho's
parents reach Earth, either.  The odd part about this
episode isn't the stilted conversation between Washu
and Funaho, it's the conversation between Funaho and
Yousho.  Because the report was so long and
informative, (yet lacking details unknown to Funaho)
there is no effective interchange of information
between the two of them.  Funaho assumes that she
knows everything, therefore she never interrogates
Yousho about anything!

And Yousho is a master of dissimulation.  What does he
say to his mother when she indicates she can penetrate
his disquise? "You are probably wondering why Tsunami
did this." 

Translation: It's not my fault.  

Remember that deception is best tailored to prejudice.
Funaho shows her annoyance with his absence from
Jurai, and his insistence upon Earth, by implying that
he has spent the last 700 years chasing women.  In
other words Yousho's reputation for being a playboy is
such that she cannot imagine him doing otherwise.  And
Yousho does not disabuse her of that prejudice.  

The rest of the conversation is not much better:
Yousho: "So you found out from Mihoshi's report?"
Is he saying, so you were in the dark all of these
years and it was an act of providence (literally) that
brought you here?  Or is he saying, Are there any
other Jurai intelligence assets or external
information sources that might betray my plans to you?
 

When she announces out of the blue, that it seems that
Ryouko can manifest the LHW, and he is startled, is
his reaction that of, damn I never realized that.  Or
is it, how the hell did you figure that out, and what
else do you know?  In either case he calms down when
her train of thought doesn't reach a station of
consequence.

Yes, Yousho is the dark puppet master.  He always
takes a low profile, and his absence during major
events is noteworthy.  When Kagato attacks, even
Tsunami/Sasami is dragged into the battle, and at one
point she is sorely vexed by Kagato and the gems.  It
would seem that Tsunami's knowledge of events is
somewhat more limited.  And Yousho is nowhere to be
found in this battle.  He's not an old man or an
invalid, but he seems to have had full confidence in
Tenchi and his companions.  This means he knows
something that Tsunami didn't, which means that she as
much a part of his plans as everyone elses. Besides,
someone had to do all of this work, especially baiting
both Kagato and Clay!

How much you wanna bet, that if Tenchi and the gang
were to do a serious search of the shrine and the
adjoining area, they would find a Galaxy Police
uniform, and a set of ID indicating that Yousho is a
command level officer in a GP spec ops unit?! 
Actually, Yousho is far too careful for that, but I do
think that he has a GP billet.  Remember, that Mr.
Supervisor is given orders relating to "Level A" in
bueracratic parlance, that the person that he's
talking to has a backdoor into Division 6's commo
system, and that somehow someone has been watching and
guiding Mihoshi through the rat maze of her life, just
so she would arrive on Earth to become a pivotal part
of whatever it is that's going on.
