I will have to double-check this.  (I believe you may be referring
to the 10th OAV episode)  As far as I can recall, they just used
the same voice for "Humanoid Ryououki" as they did for "Beast
Ryououki" (in the original Japanese), and this is what they did in
the dub as well.

They may have been using the same "Beast Ryououki" voice to do the
talking, in the dub (might have been doing that in the Japanese, too...
have to check).  No problem.. I don't count the Mihoshi Special as one
of those "great" dubs (TM11 and Pretty Sammy OAV).
