Yeah, Misao's statement at the end of eva confused me also.  Anyways, 
fanservice is pantyshots and occasional nudity for no good reason.  Such as 
in this Agent Altia thing it's all about fanservice.  At the beginning it 
features a travel hostess telling about the submerged Tokyo.  And as she is 
talking the camera happens to show her from an angle under her skirt for 
about 30 sec.  You get quite a clear look and it's not just white, it sure is 
detailed.  And that's only the beginning.
