I'd say fan-service covers more than your occasional pantyshot. If some
character in a mecha show (e.g. Gundam) start to recite all the technical
data of some ship, robot or whatever for no obvious reason but to give the
fans something to drool about, you could call this also fan-service.
My definition would be:
Fan-service:
Pieces of information or screenshots which are only included to please
fans.
