I assume that this scan is from some FC newsletter or something alike.
So, info should be in the anime magazines published about 10 days from 
now.  I tried browsing AIC's web page but seems that it is down. 

As for the unknown character, it should be an original one as said in
the text.

Sasami-chan, can you ask the page owner where did he scan these from ?
