By training more and learning to use/understand his skills better.  Refining
his abilities through time and use of them.  

I still don't buy that theory.  If he was made into a weapon why not give him
more abilities?  And what exactly is he Tsunami's weapon against?  We don't
know that Tsunami and Tokimi are enemies or anything.
