I got back from Katsucon this weekend.  They showed Manatsu no Eve there
(dubbed, unfortunately).

Kiyone does appear in the Mihoshi special, and has to exist because 1) Mihoshi
was using real people for her story, and 2) Kiyone shouts at Mihoshi at a
scene at the end which is not part of Mihoshi's story.  It's certainly
_possible_ for Kiyone to appear in an OAV-based story, even though they didn't
show how she got to Earth or met anyone.

There were some oddities, though:
-- The light hawk sword was mentioned, but nobody said anything about wings.
I don't know if this was just the dubbing, though.
-- Tsunami was _mentioned_, as an "if only we had Tsunami" kind of thing,
where they needed something of light to go against the villain.  They ended
up using a branch from Aeka's tree, and Tsunami didn't appear at all.  The
odd part was that the villain had captured Sasami at that point.  I would have
expected Sasami to turn into Tsunami right then and there, rather than having
to bring in a branch from another tree.
-- Washuu never refers to Ryouko as her daughter.  There are also no
references to Aeka or Ryouko being 700 years old.

It seems like it's OAV storyline, but was carefully written to underemphasize
anything which would confuse TV viewers.
