I don't believe she made him at all.  Well at least not directly.

It doesn't exactly work like that.  Tokimi is scheming and planning.  You
don't go challenging a schemeer... cause you'd get set up.  As of yet it is
still unclear her ambitions.  I think she is playing a game with the universe.
Besides what makes you think Tokimi is going to bust up the universe?
Remember she did order D3 not to harm Tenchi.
 
I say I'll judge her power when I see it.  My guess for the time being though
is that her power is somewhere near Tsunami's.

As for the wings I think it's just like adding extra wings for more pretection
with each wing having the same power.  What's this about them being screwed
now?
