I must have missed this. Where was this refered (the broken the rules
part)? All I saw was Yuzuha zapping three innocent people and eating the
resulting crystals for dinner. ^^; Did Katsuhito or Wasyu mention this
somewhere?

Well, according to fan response. I think the primary reasons being TMME is
OVA-based and had more action than TMiL. I can't give you an accurate
source at the time because I forgot where I found that info, but if I see
it, I will make sure it's sent your way. Please don't drop in shock, OK? A
bigger budget doesn't necessarily mean a more popular movie. In any case, 
the smaller budget definitely shows, the drawing quality of the characters
themselves weren't even up to par to the OVA in many scenes (most notably 
Wasyu and Katsuhito, nice background though). Ah well...
