I don't think Washuu could be held completely responsible for this.
You can easily see how the effect of losing her first child effected her.
Washuu fully intended to raise Ryouko as her daughter all along (else why
use her own ova ?).  Washuu created Ryouko such that she could never be
taken away from her and be linked to her at all times, so that she could be
there for her daughter when she was needed.  Also so that Ryouko would be
able to take care of herself.

So much for the good intentions though when Kagato sealed away Washuu and
wiped Ryouko's memory.
