I think it more a heraditary trait more than anything else...
As Misaki pointed out that Ryouko's hair is "hard and spikey".  Ryouko
doesn't seem to pay much attention to her hair (unlike Aeka), probably
because she can't do anything with it (a perpetual bad hair day ^_^) except
for maybe tie it back (which Washuu does)
