It has always been clear that Yosho knows more than he's telling, and that
he has worked closely with Tsunami on this.(he says so in 13)
Doubtless he realized earlier what Tenchi learned, and Aeka had
confirmed in ep. 13: That is, King Azusa is around the bend, a fruitcake,
and very dangerous. Anyway, rigid legalists would have insisted on further
damaging or destroying Ryoko. Yosho and Tsunami clearly think Ryoko is worth
salvaging, and anyway they wanted to use her in the fight against Kagato.
On a humane note, I wonder if Ryoko's devotion to Tenchi is being
driven partly by the fact that he is the only person around who doesn't see
her as some powerful thing, to be used? In fact, though he cares a lot about
her, Tenchi is leary of all the girls because he isn't sure how human they
are. I picked this up intuitively in the OVA's, but it is verified in the
few manga I've seen. He and Sasami(ignoring the non-human side of Tsunami),
seem to be the only non-users of people around. I'm still hoping the
creators will let him realize that he is probably no more technically human
than Ryoko or Sasami/Tsunami. Then maybe he can do more than get nose-bleeds
and pretend he's not interested B-).
