According to 101 Tenchi Facts (see Peter Evan's web section), which 
while occasionally being incorrect (if you consider the OAV execpting 
the Mihosi Special to be cannon) are nontheless the best reference, one 
day Ryouko will be as powerful as Tsunami....

If he choses Aeka, he's betting that by the time Ryouko is this 
powerful she won't be hellbent on revenge.  While he'd have Tsunami on 
his side, it would be very messy....

Whereas if he marries Ryouko he'll have much less coming after him (at 
worse Sasami/Tsunami would stay neutral, at best would side with him to 
restrian Aeka (my theory as to why Sasami was traveling with Aeka in 
the 2nd OAV was to help keep the latter out of trouble)), and 
if he can get Washuu to help her "daughter" have a normal honeymoon, 
etc. things might work out ok.  Then again, I wouldn't want to have 
Aeka plotting revenge over the centuries to follow---if embittered 
she'd make a *very* bad enemy....

If you want to end it neatly, pair off Ryouko with another to be 
introduced love object; I don't think her desire for Tenchi is quite as 
essentually specific as Aeka's; e.g. Aeka needs to consider status as 
well how much she likes the guy.  Tenchi is Ryouko's first love, and 
she could in theory grow past that stage.
