That's what writers call "plot development"!  ^_^  You're supposed to 
wonder who Tokimi is.  You didn't expect them to give out all the 
answer in 13 episodes, did you?  ^_^

It seems that you are correct.  There is strong evidence that Tokimi,
Tsunami, and Washu are indeed tied together.  Someone has mentioned that 
maybe there connection is like the 3 Fates.  If it is true that the 
three of them are "Goddess", then that makes Ryoko Washu's avatar, 
Sasami Tsnumi's avatar, and the hazy form at Tokimi's realm Tokimi's 
avatar.  *shrug*  The story is still unfolding.  ^_^

Some would say that he's waiting for Yousho to come back to Jurai
and ascend the thrown and other say he's refering to something else.  
It's an ambigous statement that is supposed 
to make the watchers think.  ^_^

Oh yes....I would be extremely hurt if they didn't.  ^_^  A Tenchi 
movie and I think Mr. Kyle Pope has information about a new Tenchi 
OAV series(which I hope they keep this storyline).  Please 
tell us more Kyle-sama.... ^_^
