Not quite..  Being able to move hair is beyond the capabilities of what we
consider to be normal, but being able to move your tail (if you have one) is
something very common.  If Ryouko *did* have her own tail, you would expect
that she can move it of her own free will, while if it was just an accessory
(like it actually is), people don't expect for her to be able to control
it--they expect for it to be just dangling like a piece of string.  That's
where the confusion comes in.  Even in anime/manga series where characters
*can* control their hair, it doesn't move with such drastic changes..  So
when people see that the tail can move according to Ryouko's feelings, they
think it's part of her.

We've had this discussion before.  The tail being able to move is part of
the function of the accessory, which is particular to that piece of
woredorbe that Ryouko wears from time to time.  To quote Mr. Kajishima
(rough translation from 101): "It [the tail] is just an accessory that goes
with the outfit.  Although it actually _can_ move according to your mood,
that is just the accessory's function."
