No matter what translation you look at, there's only one section that tells
you what each of the three gems do, and that's question 40, which basically
states that the gem in the right wrist is for offensive power, the left for
defensive, and the neck for central power (it also states that their
functions only vary based on location, which means the three gems are equal
when their outside of Ryouko's body, and only take on different functions
when they become part of her...  So it's the way Ryouko was designed, the
gems could've been, and almost certainly were, "created" long before Ryouko
was).

People ask because they see the tail move, and not just randomly..  It's
hard for the first time viewer to think that a simple accessory in your
woredrobe can sense your feelings and move accordingly, I guess ^^;
