Though I missed the actual panel, I did manage to talk to the officials
from Funimation:

I tore them a new one for the crappy attempt with GXP (especially after
the wonderful job on Blue Gender and Fruits Basket).
They definitely have the rights to OVA3 eps 1-6, but do not have the
rights to the upcoming special or the midpoint special disc.  As far as
the upcoming special, they said they would enter negotiations for it
when it was appropriate (i.e., they want to get it).
They have all the english VAs except one.  Of course, it happens to be
Petrea Burchard, the english voice for Ryoko.  Their comment on this
was just "contractual problems."  A term sadly lacking in any real
detail.
They do not intend to change or reorchestrate the music, like they did
for OVA3, but they do intend to keep the multi-angle openings and
closings, so you can get the clean, Japanese, and English versions.


And, since I saw it 2 weeks ago, I have to heartily recommend "Howl's 
Moving Castle."  in the last couple of years, this is one of less than
5 films worth paying $9 for.
However, it was apparently only on a one week release by Buena Vista,
so the only chance to see it now, is probably in a re-run theatre. 
Only one thing really detracted from the movie (which was at the very
end), and I'm pretty sure that was due to the source material.
Disney has not yet officially set a release date for DVDD, that I've
been able to find.  And AnimeNext sadly had nothing on it, with the
exception that a few dealers had figures from the movie.

Oh, and I got the GXP gashapon figures.  Gotta go put them together...
