I believe TS mentioned Misaki's treatment of Ryoko in episode 13.  The ease with which
she slammed Ryoko around was a humor moment, but as often happens with K-sensei humor
moments in TM!R, there was a greater meaning behind that.  And one can say
that other little hints were given in her bipolar moments.  *lol* 

That said, with only one episode that had Misaki in it, how do you provide more hints
than what the episode provided?  How do you work her into more of the story?

If I were doing a live-action mini-series based on each OAV series, I'd have time
to include more information.  For example, I'd make episode 7 a 2-hour movie where
I'd have the attack on Jurai done in full (sans the Sasami-chan/Tsunami-sama
connection, though I could provide another hint at it) and the immediate aftermath.
This is where Misaki could be shown and given more screen time.  But for the overall
story, there's really not much more that can be done with Misaki as I see it.

The idea of a Counteractor maybe could have been mentioned, but since this is based
on Shinto and Buddhist beliefs (of which Japan is very familiar), the concept may
not have been so left-field for them.

I'll admit that had Mihoshi been the Counteractor, we would have all been, "makes
sense."  But K-sensei likes to do unexpected things and he did hint at them for the
Japanese audience.

Now I think the K-sensei could have done a better job as a whole on OAV 3 on certain
things.  I've had complaints on OAV 1 and 2 as well because of his minimalist approach
to providing explainations.  I still love TM!R though.  ^_^
