That's correct.  Zero noted that Tokimi exists, but that it was unable to 
cognize her.  A lower dimensional being cannot comprehend a higher 
dimensional being because the n-dimensional difference is impossible to 
synthesize in thought.  The same applied to the Choushin with regards to 
Tenchi.  The holes in the Choushin's knowledge, that which they could not 
predict or calculate, suggested to them that there was a superior being to 
them.  However, as per the Heisenburg Uncertainty Principle (dp x dx > h / 
(2 x pi) = Planck's constant / (2 x pi)), the more that they applied their 
thinking to the matter, the firmer their absolutes, the further off they 
were from proving their theory.  The superior being was, in 
effect, "Schrodinger's Cat".  Using their powers to prove the state of the 
being was bound to fail due to the interference of their own power.

Therefore, the Choushin changed the way that they would go about doing 
things and created dimensions/universes for their experiment.  First, they 
sealed their powers so as to prevent disruption of the lower dimension.  
(Ten koh-oh-yoku is the maximum amount of power that a universe can take 
before rupturing.)  Tokimi set up doing things that created anomalies 
within creation.  One such anomaly was "Z".  She remained outside the 'box' 
containing 'Schrodinger's cat'.  Tsunami chose a particularly promising 
dimension and set herself up as an observer/protector of a race that 
exhibited anomalous traces that might be evidence of that superior being.  
That was the reason for the contract with Jurai.  Washuu chose that same 
dimension, but decided to manifest as a lower dimensional being in order to 
directly experience all that was happening.  She sealed her memories to 
further prevent herself from disrupting the experiment.  (If you cannot 
know something because of your knowledge, perhaps you can know something if 
you make yourself forget your knowledge.)

All of this led to Tenchi, the being that the Choushin were looking for.  
As for Misaki, she is the counterforce to the Choushin's lower dimensional 
presence.  (Even while they are sealed, there has to be a counterbalance to 
their lower dimensional force.)
