     Nope.  It looks like he's Washuu's son.  Look at his ear. 
It's the same shape as Washuu's ears, not Ryouko's.  Look at other
pages in the doujinshi to see this.  Notice his hairline and how
Washuu and B3 (one of Washuu's clones) has the exact same hairline.

     The picture at the top of the page is that of Washuu in the
precursor containment facility.  The next picture is of B3, one of
Washuu's clones with the precursor boy that she met and grew to
like.  The final picture is the death of B3 at the hand of B1.

bottom-right picture is that of young Seto.
