I'm pretty sure that there's a state or two that divides the electoral votes according
to how the population voted, although I can't think of where off the top of my head.
I know for a fact that another state was considering this idea, but it was
ultimately rejected, mainly because a state's power in an election is largely because
of its ability to deliver its electoral votes as a block.  New York becomes a lot
less valuable if you're only guaranteed to get some of its votes.
