I think their "frozen" state had more to do with the physics of the event
horizon of a singularity (i.e., on the edge of a black hole).  Time slows
down for anyone falling in, so for them it would appear as if the universe
is speeding up, while to us they would appear "frozen".

That was pretty much my thinking as well.  The girls are caught in the Event Horizon,
but because Tenchi's LHW manipulate space and energy around him, he's able to still
interact with his environment at the rate that he normally does.

If you want to take this a step further, it suggests that since he can change his
rate of interaction with his environment in an Event Horizon, he should in theory
be able to do so anywhere else.  However, since he's a simple farm boy and has much

more important things on his mind most of the time (such as how to keep the ladies
from demolishing the house), it probably hasn't occured to him.
