As to your question, it would seem to me that the short answer is "yes",
since time and space are inseparable.  However, if you can follow some of
the latest theories on this stuff, it may be possible to modify the
different aspects at different rates.  It's difficult to locate a "plain
English" definition.  Thomas Bearden's Electrogravitics Theory is a good
example, rotating energy into and out of higher dimensions on a pretty
casual basis -- and it even explains certain "paranormal" phenomenon.  Ditto
with Jack Sarfatti's Back-Activity Theory.  There are doubtless many others.
It seems to me that current physics couldn't explain the LWH (aside from the
fact that they are fictional), but wait a generation -- things will be even
weirder than they are now.  :D
