I imported the LE DVD. I haven't listened to the CD yet,
but the episode is very interesting in terms of story progression.

Roughly the first ten minutes are dedicated to Misao, Mihoshi's borther, 
as he finally gets the message(s) that Mihoshi sent back to the GP. 
Misao ends up enlisting the help of a few elite GP officers (including the 
one from GXP with the skin graft on her face...I believe it was Mashisu) 
and sends them to Earth.

Lady Seto finally arrives on Earth, but spends most of the episode 
asleep while Washu performs mind scans on her. To quote a post
on AnimeonDVD's message board "she didn't do or reveal anything 
major, other than that she knew about Yosho and had visited Earth 
before, and had held Tenchi as a baby."

By episode's end, the GP officers have taken virtually all of the
Tenchi household (excluding Tenchi, Mihoshi and Ryoko) into some
bizarre sub-space-like status zone. The episode ends with Ryoko,
back from buying sake, about to go head-to-head with one of the 
GP guys and his marionettes--a handful of menacing robots.
