We know there are more master keys, but I don't believe they look
alike. I still think Tenchi-ken could very well be some sort of
symbol of rulership over Jurai, hence a very special key.<
The 101 Mysteries states that Azusa's Kirito-no-ki is the
only _officially_ functioning/partnered first generation Tree
because Funaho-no-ki is without a vessel and rooted on Earth. So,
while there are probably other first generation Trees, they are
either unpartnered or their partner is deceased. Hence, Azusa's
master key is the only officially existing one.
However, Azusa's real master key is his left eye, which is a
secret. The sword that he carries is just a another device made
from Kirito-no-ki. *Kagato would not have known that.* Even
Shank guild pirates know that Juraians carry their keys on their
person and when they demanded that Azusa hand himself over or they
would kill their captives, they took his weapon, thinking it was
his key.
At best, Kagato could have found out that Yousho carried a
sword/master key called "Tenchi", which might have matched with a
legend that he uncovered from the pre-cursor relics that he was
plundering. Hence, he probably drew a conclusion based upon what
information that he had. Who knows, possibly Youshou carved his
key to be similar to his father's sword. That's a very real
possibility and might have contribute to Kagato's miscalculations.
