Understand, I am going on 2nd-hand information since I've yet to read any of the original
Japanese source materials.

That said, from what I understand, Tsunami rescued the man who was the first ruler
of Jurai.  Within him, she detected traces of what she was looking for.  She made
him a promise that she would protect his decendants and thus Jurai was given Tsunami's

protection via the royal trees. 

I am also informed that what Tsunami was looking for would be born on Earth.  So it
was no mistake that Tsunami sent the beaten Azusa and his tree-ship Kirito to Earth.
Again, it was no mistake that Yosho and Ryoko wound up on Earth.  It was no
mistake that THE Master Key was named Tenchi.  And despite Yosho have lots of decendants,
it is no mistake that the one who wound up with the name Tenchi was the one Yosho
planned to send back to Jurai (he wasn't privy to Tsunami's plans, thus while
he knew Tenchi was very special, he didn't know how special). 

That's basically it in a nutshell.  There is a theory that Tenchi, much like Tsunami,
Washu, and Tokimi, is a diety and that this is his humanoid form.  Whether that's
true or not remains to be seen.

What I do know is that Tsunami has been hard at work making sure things happen as
they are supposed to (predestination). That's why she pops up at the right place at
the right time.

It's all very interesting.  Part of the reason I'm learning Japanese is so I can read
the Shin Tenchi Muyo novels for myself as well as the Kajishima-sense doujinshi (if
I can get my hands on it).
