This sounds like a reference to one of the more dubious (imo) hypothesis that was
bandied about back when I was at the AIC forums, and seemingly ended up being accepted
as gospel by a number of the people there.  My memory is somewhat sketchy on the
topic (its been a long time since I was last on the AIC boards), but from what I can
recollect it has to do with a story that talks about Washu being split into three
parts.  I don't remember the details at all, but some have taken those parts to be

Washu that we know, Tsunami, and Tokimi.  Tenchi is either another part that is lost
but will reemerge in the future, or is independent but prophecied to emerge in the
future (once again, vague memories).  I didn't agree with it, so while I understood

it at the time I didn't bother to try and remember much of it.  Others may be able
to fill in more details, however.  I know Jeff and Alan were active on the boards
at the time and its possible that they might be more familiar with it.

My own line of thought is that Tsunami has been tinkering with the genetics of Jurai
and the Masaki bloodline in particular in order to bring about Tenchi.  Others will
counter (and have countered in the past) with a quote from Kajishimi indicating
that Tenchi didn't get his powers from Tsunami, but I'd argue that the quote specifically
means that Tsunami didn't directly give him his powers when he met her - rather they
were something he'd had since birth.  Under my interpretation, manipulating
his ancestry to bring about his abilities would not run counter to Kajishima's statement.
Those who disagree with my theory tend to hold to a much, much more rigid and expansive
interpretation of Kajishima's statement.
