This is why Tenchi-ken appears to have some will of its own.  Ryoko couldn't touch
it.  Kagato couldn't touch it.  Aeka could touch it, but interestingly enough, she
never used it.  She did press it against Ryoko in episode 2, but she didn't do
anything.  Tenchi-ken reacted to Ryoko's touch as it did earlier when she attempted
to touch it.

Further, Tenchi-ken synched with Tenchi, something it didn't do with Aeka.  Thus,
Tenchi-ken chooses who will be it's user much as the royal trees choose their partners.

I wonder.  Certainly Kagato had tons of power, epecially with Washu's gem-balls. 
That said, Tsunami made no attempt to flee or resist Kagato.  She was very passive
and it frightened Sasami.  It was as if she were waiting on Tenchi to do his thing.

One might say Tsunami placed her fate into Tenchi's hands.
