I'll add my $.02 here: I thought the Tenchiken was a master controller for all
of Tsunami's descendents, but not the Genesis Tree herself. Why would Yosho be
in possession of the key that would control Tsunami -- if such a key existed,
wouldn't it be in Azusa's possession? As the Crown Prince, I can see where
Yosho would have authority over Tsunami's arborial offspring -- but it would
seem to me that Azusa would reserve the highest-level functionality for himself.

Azusa at one point WAS in possession of Tenchi-ken. In episode 5, Kagato remarked
that the sword was "the King's sword" (or something to that effect). The reason Kagato
knew this is that Azusa had Tenchi-ken when he fought Kagato prior to becoming
ruler of Jurai. I'm not sure when Azusa handed Tenchi-ken to Yosho though.
As to the keys themselves, remember that they are an interface device. Aeka had difficulty
controling Ryu-oh when Ryoko attacked for several reasons including the fact that
she had no key at that time. So while Ryu-oh was the only ship to confront
Ryo-ohki and live, she was still defeated.
Master keys allow superior trees to override the lesser trees when needed. Tenchi-ken
did this to Ryu-oh in episode 2 and again in episode 5. The lesser trees simply obey
the superior's wishes in these cases despite what their own partner may wish.
I don't think Tenchi-ken would "control" Tusnami (meaning take over her will), but
would allow the user to interface with her. Unlike other keys who get their power
from their respective trees, Tenchi-ken gets its power directly from Tsunami.
On a side note, it is interesting the Sasami-chan had a key as well in episode 2.
I don't remember it being in her hand when she accessed Funaho in episode 6. I wonder
if this is a continuity error or something introduced early which Kajishima
wanted quietly removed. After all, why would Sasami need a key?
