Yes, she is.  Confirmed in OAV #3 episode 15 by Airi's
own dialogue.

Well, Earth has been used by the Masaki clan of the
royal family as a place to raise their
children...according to what Yosho says in ep 15 of
the 3rd OAV.  So, it is likely that certain members of
the royal family knew where Yosho was but for the most
part his location is kept a secret.
