Actually, Pioneer had nothing to do with either GXP or OVA3...  This is
why they have nothing to do with it's releases on DVD.  Before, they
were the producers, and could go through the whole production thing
without any major licensing contract processes -- if you already own
the thing, you don't have to license it out.  If Pioneer had wanted it,
they would have stepped in front of VAP and produced it in Japan, they
didn't.  If they were interested in producing it here (like they
apparently have for most Gonzo Digimation House products) they would
have outbid Funimation for it -- they didn't.

As for voice actors acquired, I have no idea what's really up, since
the last official -- "from the horses mouth" -- word I got was that
they were trying to get the original VAs for episode 17.  However,
that's a complicated thing, often involving a multitude of contracts,
schedules, wages, transportation, and agents.
After all, for the Slayers movies, ADV didn't get Lisa Ortiz and the
rest of those VAs, and, Oh! Lord!, how the voice acting on those
sucked... They were so bad I refuse to listen to the dub...  Megumi's
the best Lina anyway, and Maria the best Naga (sings like an angel and
can laugh like a crazed demon).
