For those of use who've been hoping to get the OVA dub cast back: bad 
news. Save for Rebecca Forstadt/Reba West (Mihoshi as of Shin Tenchi 
Muyo), Funimation claims they couldn't get the original dub VAs back.
The explanations they provide (as listed on tenchimuyogxp.com ) follow:

Throughout the past twelve months, many of you asked about the voice 
actors for the original Tenchi Muyo! Dub. The Tenchi Muyo! GXP dub was 
produced in California by Red Shift. The producers and director tried 
very hard on this request. They personally contacted the voice actors 
for reprising their roles. Unfortunately, many of the voice actors were 
contacted but declined the offer for reprising their role.

Ryo-Ohki - Debi Derryberry; Contacted but declined. She is now voicing 
Jimmy Neutron
Washu Hakubi - Unable to find KT Vogt
Tenchi Masaki - Matt Miller was willing to perform the role but was not 
available until some time in 2004. (production began in August 03 and 
wrapped in December 03)
Sasami Jurai - Katie Ashley or Sherry Lynn; Contacted but declined
Kastuhito Masaki - Bob Papenbrook; Contacted but declined
Ryoko Hakubi - Unable to find Petrea Burchard
Ayeka Jurai - Jennifer Darling ; Contacted but declined
Mihoshi Kuramitsu; Rebecca Forstadt has been cast
Azusa Jurai; Unable to find John DeMita

I should also mention that some viewers have already noticed and 
commented on (relatively minor) unnecessary changes to the dub script:

FWIW, I'm more disappointed by the inability to gather the original dub 
cast than I am about changes to the dub script (which are, after all, 
nothing new for the Tenchi OVAs). I'm also a little confused about some 
of those reasons (Petrea Burchard's email address is pretty easily 
available, after all), though posters on the AIC boards suspect that 
there are union issues involved:

Frankly, this leaves a bit of a bad taste in my mouth. Even if the dub 
cast issues are beyond Funimation's control, I'm considerably less 
excited about this release. I'd probably be a lot more upset, except 
that the original cast weren't that big a part of GXP, and I don't 
consider GXP that essential to my enjoyment of the Tenchi OVAs...

Still, I hope that if Funimation ends up licensing OVA 3, they can 
convince declining VAs to return, and manage to contact some of the 
others (e.g. Petrea Burchard)
