That would be the Friends of Tenchi group. They're in town here, and I know 
at least one of the guys involved in their effort slightly. 

In their defense, the very first version of their episode 14 fansub was 
rushed out so it could be viewed at a local SF convention. They knew it was 
rushed, 
 
and a corrected version has since been released that's MUCH better. (they're 
wonderful about accepting input and corrections.) I expect their sub of 
episode 15 to be even better, and 16 to be better than that. They're learning 
rapidly, and they're honestly interested in doing a good job.
