Back in the days of VHS and LD releases, the Pretty Sammy OVAs were 
released to relatively low sales. So when the time came to release 
Magical Project S in the US, Pioneer decided that producing a dub would 
just be a waste of money.

I'm not sure how long ago that was (1997, perhaps). If MPS were to be 
released in the US for the first time these days, it would almost 
certainly be dubbed.
