There are three artists attributed to it (on that page)...  I can't
read the latter two, but I do recognize the first name (now that I've
woken up -- more info on a previous but longer and more confusing
post)...

It's Kajishima Masaki.  However, the Ryoko image doesn't look like his
style, while the Dual one does bear a striking resemblance to his
sketch style, so, as to the actual Tenchi art, there's about a 33%
chance it's Kajishima. (I could probably tell you with a bigger image).
