Sadly in OAV #3 that issue isn't addressed.  It is
'assumed' it will be address in a 4th OAV, which may
happen depending on how successful OAV #3 is.  If you
know anything about "Tenchi Muyo! GXP", especially
episode #17, then you will know that Tenchi about a
year AFTER the events of OAV #3 (according to the
story timeline of GXP) isn't attached to anyone.  So
we shall see what Kajishima-san has in the works for
the future.
