I'm not sure the Tsunami would be at all worried about the political 
realities of Jurai, given that it's her power which make Juraian 
politics of any interest to the rest of the galaxy. Rather, I think that 
Tsunami tends to keep Seto in the know because Seto is her tool for 
getting things done quietly (something the king of Jurai can't do by the 
very nature of his position). OTOH, when Tsunami wants to get something 
done and she doesn't care who knows about it, she probably just goes 
through the king (or even does it herself).

Since it took information from Seto's spy network (specifically, from 
Mihoshi's superior) to get Juraian royalty to visit Earth, I have a 
feeling that from the time Ryoko attacked Jurai 700 years ago until 
sometime in OVA 3, Seto was out of contact with Tsunami. And since 
Yosho's ship Funaho was able to send out a fake "Ryoko" signal to Aeka's 
Ryu-Oh, I imagine that Tsunami could easily have contacted anyone on 
Jurai if she felt like it. No, I have a feeling that what happened with 
Sasami is something that Tsunami felt like keeping secret from Seto; 
perhaps it was even part of her long range plans for the upcoming 
confrontation with her sisters. OTOH, Tsunami may have been reacting to 
Sasami's confused feelings on the matter (Sasami certainly didn't want 
to tell anyone...in fact, you'll notice that she still hasn't told her 
parents as of OVA episode 13, and I don't think she knows that they're 
aware of what happened). Tsunami may have tried to prompt a confession 
in OVA episodes 8 and 9, but even so, until Sasami blurted out her 
(mis)understanding of the way things were, Tsunami didn't say a word on 
the matter.
