From reading the rules and restrictions on the Ani-Magic website, I suspect 
that the staff intends to keep an eye on things.  They make a point of 
bringing up the "four people to a room" rule, after all.  I suspect that in 
the case of the Atlanta con, part of the problem is that the building is 
going to be gone by this time next year.  You have a con, and you get a rep.  
If you get a good rep, you get to come back next year.  If that location 
isn't going to be there next year, then who cares?
 
Well, other hotels might get wind of particularly destructive behavior and 
ban you, but from the sound of things, the Atlanta con staff was all but 
encouraging people to wreak havoc and destruction.
