I've forgotten...is this because of tensions between
AIC and Pioneer USA, or because of problems between
AIC and Pioneer as a whole?

Pioneer USA sold Magical Project S sub-only because
they didn't make enough on the PS OAVs (the dubs
in particular) to believe that MPS would be anything
other than a loss...a small loss for subbing, and a
considerably larger loss for dubbing.
And given what folks have said about MPS, that it's
meant to work as a spoof, a send-up of a bunch of
anime genres and cliches, I don't think it'd
necessarily do as well with the target age group
as Hamtaro.
