Fuku would be a special case, since the cabbit is designed specifically to interface with a Jurai tree. However, in Tenchi OVA ep. 3, Aeka uses Tenchi-ken to communicate with Funaho - and Tenchi is able to see and clearly understand the response even though he's not using the key himself. The logical inference is that the tree is capable of communicating even with those who don't have the key. Didn't Funaho-ki make some kind of greetings to Seina when he fell into her pond in GXP ep 17? Didn't Kiriko's Tree make greetings to Amane and Fuko? I suspect basic communications are possible, but full empathic communion requires that the human symbiont use a key.
