Since Seto seems to be the power behind the throne in Jurain politics, this would make a lot of sense. As things currently stand, if Tsunami needed something done, she would approach Seto, who would then suggest it to Azusa. Going straight to Azusa would ignore the political realities of the situation, and probably cause problems when Seto started to get annoyed about being cut out of the loop. Of course, I think it would have also made sense for Tsunami to inform Azusa and Misaki about what was going on with Sasami. After all, they are Sasami's parents, and it wouldn't be write to do something like this without letting her parents know. Even if Tsunami hadn't told anyone else, I'm sure that the two of them would have told both Seto and Funaho. junior
