The point isn't just that there a lots of pokestops, you need them to be
overlapped and lured. Since that increases the likehood that they are
going to spawn rare pokemon. You need to find a place were you can sit
between 3+ pokestops that are lured while you are sitting there. That
means large foot traffic, so people keep adding lures. 

Search the net.  There is a bandwagon effect.  A 3+ place gets know as
as a place with lots of players, so lots of players go there.

Additionally, different pokemon spawn in different geographic regions
(as seen in the in game map, which may or may not have anything to do
with the real world).

To really get the most out of the map, you will need to be willing to
walk/run to your desired pokemon, once you find your target high
traffic/lured spot.
