IMHO only.

1. Market is small and too many seiyuu. If one cannot sell more than
4-5k copies, it will not be profitable.  Currently, only a handful of
top rank seiyuu can have a successful DVD/BD release.

2. LD has too low resolution.  Without re-mastering, a DVD or BD
release will results in bad images.  Also, the condition of the source
is another problem, given that the original LD/VHS release is not a
big success.
