There are probably many reasons.
Some that I can think of are as follows.

 - photos taken by fans can reduce sales of official photos
 - "bad" photos taken by fans can become a negative promotion
 - fights can break out between photo takers and others
   (happens a lot at minor idol events)

As for Mimori Suzuko, I tried watching the current anime Btooom
where she is doing one of the main characters.
But I didn't like it, and there are too many other anime
this season, so I gave up.
