Seiyuu Gyara, A.K.A seiyuu guarantee, is the seiyuu's "contract
performance fee".

Excerpts from the Q&A section of the official web site of veteran
seiyuu Tsujitani Kouji ( http://koji-tsujitani.net/ ) :
Q&A13 ( http://koji-tsujitani.net/qa02.html ) -
According to a survey by Association of Japanese actor a few years
ago, only 10% actor/seiyuu's annual income exceed 10m yen. The
average is around 2-3m yen.
Q&A75 ( http://koji-tsujitani.net/qa07.html ) -
The management fee collected by seiyuu's management agent is around
20-25% of a job. Tax would be another 10%. Some seiyuu goes "free",
that is, without a management agent, earn more, but need to perform
the negotiation, scheduling, and management work themselves.
Q&A80 ( http://koji-tsujitani.net/qa07.html ) -
According to the Association of Japanese actor, newcomers' basic rank
is about 15k yen per a 30 min program. Another 80% on top for the
"broadcast usage fee". That is, a total of 27k yen minimum.
Deducting management agent fee (20%) and tax (10%), he/she can get
18.9k yen.
If he/she get 10 jobs per month, his/her monthly income would be
around 200k yen.
The basic rank of a veteran seiyuu having 10+ years experience is
around 16k-18k yen.
Q&A119 ( http://koji-tsujitani.net/qa11.html ) -
Usually, the after-recording of a TV anime starts at either 10:00,
13:00, or 16:00. For a 30 min program, the recording time required
would be around 3-4 hours.
For foreign movies dubbing, it usually starts at 10:00. For a 2+
hours long movie, the recording would be finished around 22:00.
There is no fix time for narration jobs. There is a case that starts at 03:00.

Someone in the Digital News Thread BBS found a list of seiyuu annual
income dated 2007. However, there is no proof on the accuracy of the
claim . The figures (in yen) in the list includes income from anime
jobs, foreign movies dubs, concerts/events, CD/DVD royalty, narration
works, and talent activities.
